Dear Friends of the Pfluger Bridge, Lance Armstrong Bikeway, and
all of those interested in a bike-friendly Austin:

You are invited to a presentation on the Seaholm District
Masterplan at 7:00 PM, Wednesday, April 3rd at One Texas Center,
South First Street and Barton Springs Road, in the 8th floor
conference room.

Greg Kiloh, Urban Designer, City of Austin Transportation,
Planning and Sustainability Department will conduct the
Presentation.

The Austin Cycling Association, Austin Metro Trails and
Greenways, Downtown Austin Neighborhoods Association, Bouldin
Creek Neighborhood Association, and Friends of Lance Armstrong
Bikeway will cohost this event.

Of particular interest is the proposal for a "new" North-east
"Bike Flyover" Pfluger Bridge extension option, reservation of a
future North-west bridge extension, and immediate at-grade
North-east connection alongside Seaholm between the Pfluger
Bridge and Ullrich Bridge. These are referenced in the "Staff
Technical Team Recommendation(s) on Pedestrian and Bicycle
Connections in the Seaholm District" (see attached) and detailed
("Bike Flyover Option Plan") on page 26 of the Seaholm District
Masterplan:

The resolution of "bike/pedestrian connections" in the Seaholm
District will perhaps begin to define a more bike/pedestrian
friendly Austin, including making the completion of the Pfluger
Bridge the first priority in the ongoing implementation of a
Seaholm District Masterplan.

The interdepartmental staff technical team assembled to review
ROMA's recommendations for Pedestrian and Bicycle issues in the
Seaholm District have made the following recommendations. These
recommendations will accompany the Seaholm District Master Plan
when it is presented to City Council for adoption in May.

Staff Technical Team Recommendation on Pedestrian and Bicycle
Connections in the Seaholm District

o The Pfluger Bridge should be extended from the North-East
arm with a grade separated crossing of Cesar Chavez, and a path
leading to the Seaholm Access Drive near the point it passes
under the UPRR bridge. Exact configuration of the crossing,
either under or over Cesar Chavez (ROMA option 1 and 2) should
be determined by preliminary design and engineering feasibility
analysis.

o Options for extending the Pfluger Bridge to the Northwest
adjacent to Lamar Boulevard should be preserved for
implementation at a later date if warranted by demand.

o The surface pedestrian crossing of Cesar Chavez at the
intersection of Sandra Muraida Way is critical and should be
maintained and if possible upgraded with any changes that occur
to the intersection.

o Pedestrian access through the Lumberman's Investment
Corporation property on the Bowie Street axis is a potentially
important link in the system. Effort should be made to
encourage LIC to remain open to this possibility in their plans
for future development of the site.

o The Bowie Street Underpass is an important component of
the system and should be given high priority for
implementation.

o In recognition that the Bowie Street Underpass is
potentially expensive and may take some time to construct, it is
recommended that an interim path be constructed passing below
the UPRR bridge just west of Seaholm going north towards 3rd
Street. This path could be built along the north property line
of the Seaholm Power Plant towards the intersection of 3rd and
West as soon as the Seaholm Power Plant remediation is complete.
Once the UPRR wye property is acquired, the path could also
extend along the north-east edge of the UPRR line towards Bowie
Street, or the permanent path depicted in the Seaholm District
Master Plan could be constructed.

o The Lance Armstrong Bikeway will have multiple options
for making the connections between 3rd Street and the north side
of Cesar Chavez: Shoal Creek, the West Avenue Extension, and
the above mentioned trail north and west of Seaholm.

o The bridge over Lamar Boulevard just south of the UPRR is
a very useful pedestrian and bicycle connection, especially for
a future more northerly alignment of the Lance Armstrong
Bikeway.
