I've got a light year 3D which is more expensive then what you are looking for but check the sales and it might work for you. Worked great when I was camping in the rockies.

I don't know about getting that low, but we do have the Polar Pod which is a 20* synthetic bag that is around $79 or so. If you are just looking for a bag to beat around camping this would work, but it won't win any weight or beauty contests. But you won't cry either when a hole gets burned in it or some other mishap :eek:
