why?

why are the last places to dry the valleys and the hill tops? I understand the valleys since water is draining to local low spots. but I don't understand the hilltops.

The hill tops usually have a layer of solid rock under what dirt there is there & the rock is raised on the edge with a slight depression in the center. The raised edge holds the dirt there as well as the water.
