So are these guys professional cycle couriers or is it just another kind of bike racing?

What was the bullhorn guy yelling at that racer?

Yes, they're all professional cycle couriers I believe. And yes, it was another kind of racing. I guess if you do something for a living, someone's gonna come up with a competition of some sorts eventually. Judging by the bikes and outfits, these weren't roadies or MTBers 'trying something different' :)

That bullhorn guy was yelling boot-camp style orders at the riders as they went over, under, and through the obstacles in that picture. It was good for a laugh or two.
